With inflation rising to its highest levels in decades and the Federal Reserve beginning to raise interest rates, the panel will discuss the ways in which tax policy could be a part of the efforts to slow rising prices. The panel will also consider whether tax legislation over the last two years contributed to the rise in inflation, and the possible effects of additional stimulus or tax increases. 

This special edition of Taxing Issues will be held from 4 to 5:30 p.m. ET in partnership with the American Bar Association Section of Taxation‘s Hybrid May Tax Meeting from the Marriott Marquis in Washington.

ABOUT THE SPEAKERS

Cara Griffith
President and CEO, Tax Analysts

As the moderator for our Taxing Issues webinars, Cara objectively analyzes issues and asks probing questions that challenge panelists to explain and defend their positions.

When she’s not moderating Taxing Issues webinars, Cara provides strategic oversight for Tax Analysts. She has led efforts to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. She has written for a broad range of tax policy publications, including Tax Notes State, The Tax Adviser, The Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events, discussing a variety of technical tax issues as well as the need for transparency in tax administration.

Cara has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.

Andrew Grossman

Andrew Grossman serves as the chief tax counsel for the House Ways and Means Committee. He previously served for seven years as legislation counsel for the Joint Committee on Taxation. In that role, he was the JCT’s primary attorney on all matters regarding the individual income tax. He also advised members of Congress and congressional staff on matters concerning tax incentives for higher education, federal excise taxes, tax-related disaster relief provisions, and taxpayer compliance.

Before joining the JCT staff, Andrew was an associate at Skadden, Arps, Slate, Meagher & Flom LLP, where he worked for four years advising clients on a wide variety of tax matters. He has spoken widely on federal tax issues, and the legislative process generally, for industry associations, at colleges and law schools, and at the District of Columbia Bar Association (where he previously served as a member of the tax section’s steering committee). Andrew received his law degree and an LLM in tax from New York University School of Law, a BA from Amherst College, and a master’s degree in education from George Washington University. He worked as a middle and high school math teacher for three years in Boston and New York City.

Jeffrey Wrase

Jeffrey Wrase is deputy staff director and chief economist for the Senate Finance Committee. Previously, he served as staff director and deputy staff director on the Finance Committee, and chief economist on the Senate Banking Committee, the Senate and House budget committees, and the Joint Economic Committee.

Before working in Congress, Jeff was a senior economist in the Federal Reserve Bank of Philadelphia’s research department. He taught economics and finance at the Wharton School, Brown University, Arizona State University, and Brigham Young University. Jeff received his PhD in economics from Brown University and has published numerous articles in scholarly journals in the areas of international money and finance, macroeconomics, monetary theory and policy, quantitative dynamic methods, and technological change.

Hana Greenberg

Hana Greenberg is vice president of tax at the Retail Industry Leaders Association. Previously, she worked with House Ways and Means member Ron Kind in various roles, including as his lead adviser on tax and other economic policy matters and most recently as his chief of staff. Before that, she worked in the private sector and for now-Senate Majority Leader Charles E.  Schumer, focusing primarily on his work on the Senate Finance Committee. At RILA, Greenberg drives leading retailers’ efforts to ensure a fairer tax code.

Martin Sullivan

Martin A. Sullivan, chief economist and contributing editor for Tax Analysts’ daily and weekly publications and blog, is an expert on federal tax reform. Marty has written over 1,000 economic analyses for Tax Analysts’ publications and is the author of two books on tax reform. He has testified before Congress on numerous occasions.

Previously, Marty taught economics at Rutgers University and served as a staff economist at the Treasury Department and later at the congressional Joint Committee on Taxation. Marty graduated magna cum laude from Harvard College and received a PhD in economics from Northwestern University. In October 2013 he was the subject of a 4,500-word feature in The Washington Post by Pulitzer Prize-winning journalist Steven Pearlstein.

In 2019 he was awarded the Tax Council Policy Institute Pillar of Excellence Award, which recognizes individuals who have demonstrated throughout their career a commitment to advancing sound tax law and policy. In 2021 he was awarded the National Tax Association’s Davie-Davis Public Service Award, which honors NTA members who have served the public by providing insight and advice on taxation and government finance.
