ABOUT THE SPEAKERS

Jon Talisman
Founder and Managing Partner, Capitol Tax Partners

Over the past two decades, Talisman has helped numerous clients navigate the legislative and regulatory policymaking process in Washington to achieve their goals.

Before forming Capitol Tax Partners, he served as Treasury assistant secretary for tax policy for the Clinton administration, where he advised Treasury Secretaries Robert Rubin and Larry Summers and President Clinton on all tax matters. He also served as Treasury deputy assistant secretary for tax policy and tax legislative counsel and, on Capitol Hill, as chief Democratic tax counsel for the Senate Finance Committee and legislation counsel for the Joint Committee on Taxation. Previously, Talisman worked in the Washington office of Akin, Gump, Strauss, Hauer & Feld LLP.

Talisman has a BS in commerce from the University of Virginia and a JD from the University of Virginia School of Law.

Mark Prater
Managing Director, Tax Policy Services, PwC US

Mark Prater is a managing director in the tax policy services group of PwC’s Washington National Tax Services practice. He advises clients on tax policy issues and tax legislation, concentrating in particular on the Tax Cuts and Jobs Act of 2017.

Before joining PwC, Prater served as a chief tax counsel and later a deputy staff director for the Republican staff of the Senate Finance Committee. He also served as staff director for the Joint Select Committee on Deficit Reduction, a special House and Senate committee of 2011 that was commonly known as the Supercommittee.

Prater has a BS in accounting from Portland State University, a JD from Willamette University, and an LLM in Taxation from the University of Florida.

Cara Griffith
President and CEO, Tax Analysts

Cara provides strategic oversight for the direction of Tax Analysts. She has been instrumental in developing strategies to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. Griffith has written for a broad range of tax policy publications, including Tax Notes StateThe Tax AdviserThe Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events on tax issues, on a variety of technical tax issues as well as the need for transparency in tax administration.

Griffith has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.
