ABOUT THE SPEAKERS
Barbara Angus
Global Tax Policy Leader, EY
Barbara M. Angus is a principal with Ernst & Young LLP and EY’s global tax policy leader. In this role, her focus is engaging with clients and governments on tax policy development and implementation across the globe. She is based in Washington.
Barbara previously was chief tax counsel for the House Ways and Means Committee. She was appointed by then-Chairman Kevin Brady in February 2016 and served in that role until the close of the 115th Congress in January 2019. She had responsibility for work on all tax matters before the committee and played a key role in the development and enactment of the Tax Cuts and Jobs Act of 2017.
In prior public-sector roles, Barbara was the international tax lead for the Treasury Office of Tax Policy, serving as the federal government's principal legal adviser on all aspects of international tax policy and representing the United States in the OECD as a vice chair of the Committee on Fiscal Affairs, and earlier was the business tax counsel for the congressional Joint Committee on Taxation.
Barbara also has more than 20 years of private sector experience in international tax matters, including forming a consulting firm that developed legislative and regulatory solutions for multinational clients and advising clients as a national partner in the federal tax policy group of another Big Four firm and as a partner with a major law firm.
Barbara received a Distinguished Service Award from the Tax Foundation in 2018. She was included in the list of 10 Outstanding Women in Tax published by Tax Analysts in 2016. She has been an adjunct professor in the tax LLM programs at Georgetown University Law Center, DePaul University College of Law, and Chicago-Kent College of Law. She also was a founding member of an all-lawyer comedy troupe in Chicago.
Barbara received an AB (mathematics and economics), magna cum laude and Phi Beta Kappa, from Dartmouth College; a JD, cum laude, from Harvard Law School; and an MBA (finance and accounting) with high honors from the University of Chicago Graduate School of Business.
Louise Weingrod
VP of Global Taxation, Johnson & Johnson
Louise joined Johnson & Johnson in 1999 as a senior tax attorney. Previously, Louise was a member of the tax group at Cleary, Gottlieb, Steen & Hamilton and a tax associate at Lowenstein, Sandler, Kohl, Fisher & Boylan.
Louise proudly serves as a board member of the Tax Council Policy Institute, the Tax Council, and the Alliance for Competitive Taxation. She is also Tax Committee vice chair of the U.S. Council for International Business. In 2020 Louise joined the Board of Isaiah House, which provides housing, food, and services to people in need in East Orange, New Jersey.
Louise holds a JD from Columbia University Law School and an MA and a PhD in English and American literature from Brandeis University. Before attending law school--many decades ago--Louise taught English and American literature and women’s studies.
Lee Sheppard
Contributing Editor, Tax Analysts
Lee is one of the nation’s most widely read and respected tax commentators. Named one of the Global Tax 50 most influential players in international taxation in 2012 by International Tax Review, Sheppard specializes in financial issues and the taxation of multinational corporations. Her articles have included commentary on treaty issues, transfer pricing, European tax developments, and cutting-edge financial issues such as derivatives, hybrid securities, and hedge funds. Sheppard holds a law degree from the Northwestern University School of Law.
Cara Griffith
President and CEO, Tax Analysts
Cara provides strategic oversight for the direction of Tax Analysts. She has been instrumental in developing strategies to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. Griffith has written for a broad range of tax policy publications, including Tax Notes State, The Tax Adviser, The Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events on tax issues, on a variety of technical tax issues as well as the need for transparency in tax administration.
Griffith has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.
