ABOUT THE SPEAKERS
Cara Griffith
President and CEO, Tax Analysts
Cara provides strategic oversight for the direction of Tax Analysts. She has been instrumental in developing strategies to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. Griffith has written for a broad range of tax policy publications, including Tax Notes State, The Tax Adviser, The Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events on tax issues, on a variety of technical tax issues as well as the need for transparency in tax administration.
Griffith has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.
Chye-Ching Huang
Chye-Ching Huang is the executive director of the Tax Law Center at NYU Law. Before starting the Tax Law Center, Huang was senior director of economic policy for the Center on Budget and Policy Priorities, where she worked on the analysis and design of a wide range of federal tax, fiscal, and economic policy proposals, in collaboration with tax academics, practitioners, analysts, and advocates. Huang has written on a wide range of federal tax and fiscal and economic policy issues, testified several times before Congress on tax issues, and appears regularly in the media.
Thomas S. Neubig
Thomas S. Neubig is a senior associate of the Council on Economic Policies, a founding member of TaxSageNetwork.com, and a member of Tax Analysts’ board of directors.
Tom served as the deputy head of the Tax Policy and Statistics Division of the Centre for Tax Policy and Administration at the OECD in Paris (April 2104 – May 2016). Before that, Tom was director of quantitative economics and statistics at EY. He was also EY’s Americas tax policy leader from 2008 to 2011. Before joining EY, Tom was director and chief economist of the Treasury Office of Tax Analysis and served as the top executive branch career economist in tax policy between 1986 and 1990.
C. Eugene Steuerle
Eugene Steuerle is Institute Fellow and Richard B. Fisher Chair at the Urban Institute. He is a cofounder of the Urban-Brookings Tax Policy Center, the Urban Institute’s Center on Nonprofits and Philanthropy, and several continuing Urban Institute programs: Retirement Policy; Opportunity and Ownership (asset development); and Kids’ Share (a series that traces how children fare in government budgets). He is also a cofounder and chair emeritus of Act for Alexandria, a community foundation.
Martin A. Sullivan
Martin A. Sullivan, chief economist and contributing editor for Tax Analysts’ daily and weekly publications and blog, is an expert on federal tax reform. Sullivan has written over 500 economic analyses for Tax Analysts’ publications and is the author of two books on tax reform, including the recent Corporate Tax Reform: Taxing Profits in the 21st Century. He has testified before Congress on numerous occasions. Previously, Sullivan taught economics at Rutgers University and served as a staff economist at the U.S. Treasury Department and later at the congressional Joint Committee on Taxation. Sullivan graduated magna cum laude from Harvard College and received a PhD in economics from Northwestern University. In October 2013 he was the subject of a 4,500-word feature in The Washington Post by Pulitzer Prize-winning journalist Steven Pearlstein.
