ABOUT THE SPEAKERS

Cara Griffith
President and CEO, Tax Analysts

As the moderator for our Taxing Issues webinars, Cara objectively analyzes issues and asks probing questions that challenge panelists to explain and defend their positions.

When she’s not moderating Taxing Issues webinars, Cara provides strategic oversight for Tax Analysts. She has led efforts to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. She has written for a broad range of tax policy publications, including Tax Notes State, The Tax Adviser, The Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events, discussing a variety of technical tax issues as well as the need for transparency in tax administration.

Cara has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.

Caroline Harris
Partner, Capitol Tax Partners

At Capitol Tax Partners, Caroline L. Harris leverages 15 years of experience in Washington to provide clients with a variety of services, including evaluating tax policy proposals, providing strategic advice on advocacy, and advocating for client interests.  

Before joining Capitol Tax Partners, Caroline spent nearly a decade and a half as the chief tax counsel at the U.S. Chamber of Commerce, where she directed the development and promotion of the Chamber’s policy on tax-related matters and worked on all major tax legislation since 2007. She led the Chamber’s efforts to secure the Tax Cuts and Jobs Act and the Chamber’s regulatory advocacy surrounding the implementation of that bill. 

During her time at the U.S. Chamber, Caroline worked to build business community coalitions, directed congressional and administrative advocacy efforts, and oversaw grassroots and grass-tops campaigns. She was a frequent speaker to business leaders, local chambers of commerce, other trade associations, and companies.  

In 2021, 2022, and 2023, Caroline made Washingtonian magazine’s Most Influential List. She earned her LLM in taxation from the Georgetown University Law Center, her JD from the George Washington University School of Law, and her BA from the University of Wisconsin–Madison.  

Chris Towner
Policy director, Committee for a Responsible Federal Budget

Chris Towner is the policy director for the Committee for a Responsible Federal Budget, where he analyzes budget, tax, health, and retirement policy. Chris manages the day-to-day workflow of the policy team and oversees many of the policy projects the committee undertakes. He frequently briefs congressional staff and helps members of the media, educators, and the general public grasp the complex concepts of federal budget policy. 

Before becoming policy director, Chris was an analyst on the committee's policy team, with a focus on Social Security and disability policy. He was the lead analyst for the McCrery-Pomeroy SSDI Solutions Initiative, where he managed the production and publication of two volumes on improving the Social Security Disability Insurance program.  

Previously, Chris advocated for children in federal budget issues at First Focus on Children, leading the annual production of First Focus’s Children’s Budget. 

Chris was elected a member of the National Academy of Social Insurance in 2022. He holds a bachelor's and master's degree in political science from Boston University 

Monisha Santamaria
Principal, Washington National Tax, KPMG

Monisha Santamaria joined KPMG as a principal in the firm’s Washington National Tax practice. Previously, Monisha served as a legislation counsel for the Joint Committee on Taxation. 

Before that, Monisha was a senior manager in the national tax department of another Big Four firm, advising clients on a wide range of U.S. federal income tax issues affecting domestic and foreign partnerships. Earlier in her career, she worked as a tax associate at Skadden, Arps, Slate, Meagher & Flom LLP, primarily counseling multinational corporations on the U.S. federal income tax aspects of joint ventures, mergers, acquisitions, and divestitures, and as a tax planning associate at Bingham McCutchen LLP, chiefly serving Fortune 50, financial sector, and energy industry clients. 

Monisha serves as a vice chair of the American Bar Association Section of Taxation’s Partnership Committee. She previously taught an advanced partnership tax course at the Loyola Law School and has spoken and published extensively on a variety of tax law issues. Monisha has been recognized as one of the top lawyers under 40 by the American Bar Association. 

Monisha holds a JD from Stanford Law School. She earned a master’s degree in history and a BA, summa cum laude, in history from Tulane University. 

Martin A. Sullivan
Chief Economist and Contributing Editor, Tax Analysts

Marty specializes in crafting in-depth, technical articles and features on a wide array of economic and tax topics, along with producing analyses on current issues to capture public interest and stimulate discussion. He has written over 1,000 economic analyses for Tax Notes and two books on tax reform, and he has testified before Congress numerous times. Marty was awarded the National Tax Association’s 2021 Davie-Davis Public Service Award, which honors NTA members who have served the public by providing insight and advice on taxation and government finance, and the 2019 Tax Council Policy Institute of Excellence Award. Before joining Tax Analysts in 1995, he taught economics at Rutgers University and served as a staff economist at the Treasury Department and the Joint Committee on Taxation. Marty has a BA in economics from Harvard College and a PhD in economics from Northwestern University.
